The following outlines the function of the District Education Center in accordance with Education Rules 2000:
- A District Education Center is established in each district to conduct, in an efficient and effective manner, the work of the Ministry of Education.
- The District Education Center acts as the secretariat for the Regional Education Council and houses the administrative offices of the Ministry for the district and serve as the center for managing, monitoring, promoting and implementing educational development in the district.
- Each District Education Center is headed by a District Education Manager and supported by other administrative, technical and support staff as may be determined from time to time by the Chief Education Officer.
- The District Education Centers functions, to some extent, as a mini-Ministry of Education at the district level. Monitoring and evaluation are two of the most important elements in the delivery of services, without which, it would be impossible for the Ministry to determine whether or not its goals and objectives are being attained.
- The District Education Centers (DECs) play a critical role in the delivery of effective and efficient educational services in their respective districts and are therefore in the forefront of the implementation, monitoring and evaluation of the Ministry’s Strategic Plan. This level of vigilance at the district level is necessary to ensure that all children and young people are given the opportunity to access an education which is relevant and of good quality.
For this to occur, it is imperative that each Center is properly staffed with a well qualified and competent team to perform its function in an ever-changing and increasingly turbulent environment.
